conceive of a system from the outside or pretend to replicate something
decontextualized. . This constant process of feedback of inputs and outputs is what
allows the reduction until the essence of the real educational system of each country
emerges to really change the realities and daily life of each person
(Marina, 1990) expresses "Educating for life is to offer personal and social resources
to develop in a society in constant change, to adapt to multicultural contexts, to
understand the possibilities of globalization, to manage properly and critically with
new technologies in the information and knowledge society, to develop a sense of
citizenship or responsibility for public affairs, to learn to live with difference, to face

through dialogue. Nowadays the offer of education is not intertwined with these
fundamentals since countries have focused their improvement processes on statistics,
numbers, approval, reprobation, forgetting relevant aspects with the true being of the
person and their contact with the world around them, in addition to being able to give
contribution to their community.
Increasing approval rates, entry in the minimum conditions is taken as progress
generating in most cases stagnation so that the processes are incomplete. Moving
forward implies a meeting of all the actors where each of their contribution as
happened in the Finnish case where the congregations contributed from their context,
and it was possible to generate relevant spaces for development in the region. Concepts
such as quality, relevance and effectiveness of education have been reconfigured since
they are only oriented to the protocol part of the system and not to the innate processes
of the individual.
Each educational system is the one that is, its own, singular, peculiar and different... it
has its present and its future. It is necessary to recognize in all the educational systems
of the world the presence of common guidelines, not specific but shared, that
constitute the global patterns of educational institutionalization (Boli-Bennet, 1986
cited by Moreno, 1992, p. 9). From this perspective we can say that educational
systems are their own without going into whether they are good or bad since they
emerge from the needs of the world around citizens on pain of recognizing the
influence of foreign citizens who must enrich their own instead of replacing it.
International and local tests have become a stronger segregating element in recent
years since only superfluous indicators are based because they generate criticism
without knowing the background of the situation in many situations these indicators
fall short in giving the reason for the situation or that they serve as an element of
reflection in the educational actors that allow to improve instead of greater segregation
or unhealthy competition in the members of the community, this is how these
indicators camouflage the real innate shortcomings of the human being, particularities
