ABSTRACT
The following document is based on the
analysis of primary, secondary and tertiary
sources available for the issue of human rights,
a direct element based on decision-making is
related to analysis III quarter 2021 procedure
1IP-PR-0006 monitoring of alleged behaviors
that violate rights human rights, when
monitoring cases of alleged anomalies or
human rights violations according to the
report on human rights complaints and
processes 3 quarter 2021, trends and risk
factors are identified for the National Police
where behavior is impacted , by relying on
official sources from the Attorney General's
Office, the Internal Affairs Office of the
General Inspectorate and service areas.

monitorear los casos de presuntas anomalías
o violaciones a los derechos humanos de
acuerdo al informe de quejas y procesos de
derechos humanos 3 trimestre 2021, se
identifican las tendencias y factores de riesgo
para la Policía Nacional donde se impactan las
conductas, al apoyarse en fuentes oficiales de
la Procuraduría General de la República, la
Dirección de Asuntos Internos de la
Inspectoría General y las áreas de servicio.

Introducción
According to the results on the trends of the processes on human rights and IHL, it is
found that the behaviors from the evidentiary stage, or the investigation stage,

FARC that discriminately whip our population in the regions, this due to the

Police, how to improve the service called "professionalization of the service, which by
strengthening discipline, and improving career conditions and innovation in the
elements of the service of the National Police, are the three axes that the armed
institution contemplates in its comprehensive transformation plan” if these concepts

With the planned modification of the disciplinary regime of the National Police, such
is the case that international human rights principles will be incorporated into the
disciplinary statute, including those of the Inter-American Commission on Human
Rights (IACHR), where the integral transformation of the National Police, are aimed
at strengthening the capacities and the police profession to achieve effective crime
prevention and control.
However, for Méndez, J. E. R., Aguja, F. A. P., & Quintero, J. L. C. (2021), police
education can frame the added value of people who, by internalizing associated
problems, constitute decision-making elements where the strategies aimed at are
consolidated to systemic and positional change, this argument establishes that the
moments of application of knowledge in human rights force the strategic planning of
the same applied model.
With the commitment to a new identity of the National Police, in the first place is the
new uniform for women and men of the police surveillance model in urban
environments (cities and municipalities) seeks to ensure greater visibility of the
service and, therefore better identification of the police in attending to citizen
requirements following international standards. (Policìa Nacional, 2021). The most
important thing is the implementation of cameras in police procedures; in an
accessory way, it seeks great relevance that the uniforms will have incorporated body
cameras or 'bodycam' to transmit in real-time the procedures the police perform.
These devices will be activated automatically when the officer has to use his firearm
or Taser device to protect people's lives; a process that will be supervised by the
Automatic Dispatch Centers (CAD) that will have the simultaneous image from the
place where the procedure is carried out. In the same way, the new motto of the
National Police refers is "It is an honor to be a police officer" this phrase is
implemented with the innovation model of the National Police which allows us to feel
proud of our actions without expecting anything in return. In the performance of
their duty, only the improvement of the security conditions of society through a
relevant police service. Aware that their actions are based on fairness, legality, and
the highest pillars of their profession. (Bedoya, 2021).
It is important to carry out a consolidation that identifies the synergies of common
learning communities to invite people to react to the model applied for development

purposes, according to Ante, F. G., Aguja, F. P., Villanueva, R. G., & Rojas, L. S.
(2022), by inviting researchers to consolidate strategies for change and application of
the model turning around the problem, it is possible to access the development of
said applications where the evaluative moments with which the process is granted
are established.
Conclusion
When the issue of applying human rights in police work has a foundation associated
with social, political, economic, legal, and ethical factors, mechanisms must be
provided, such as the application of technological tools to safeguard and unify
performance criteria and good practices, it always will be faced with how to react to
the violent and how their unjustified causes attack institutions or citizens, it is for the
fundamental reason to identify which causes are those that provide a log, knowledge
management is a fundamental element to incorporate the new competencies and
identity based on strengthening police practice. In conclusion, police action is due to
an institutional mechanism that seeks to safeguard the citizen but guarantee human
dignity however, in a country plagued by violence, with prejudices about uniform
action, where the media tend to make events visible that are associated with these
realities, the police institution must shield its realization with the management of
experiences in the field.
